DESCRIPTION

Precise Definition(s): This is based on the scores obtained from combined key areas for DFAS and CCM measured across seven key capacity areas using an adapted Organizational Capacity Assessment (OCA) tool. The key capacity areas include: Governance, Administration, Human Resources Management, Financial Management, Organizational/Infrastructure Management, Program Management and Project Performance Management. The numerator is the total number of points scored and denominator is the total number of points possible, which will depend on the inclusion of relevant areas based on the results framework of FCMCBSP and intervention model.

Justification & Management Utility: Building the capacity of DFAS and CMM is crucial to sustainable development and long-lasting changes in the coastal communities targeted. This indicator measures actual progress in strengthening capacity development and will be used by FCMCBSP management to report on progress towards achieving USAID Forward local capacity development objectives and FTF requirements.

DESCRIPTION

Precise Definition(s): FCMCBSP will count the number of people who benefit from improved infrastructure services due to USAID assistance to the Department of Fisheries and Aquatic Sciences and Centre for Coastal Management (CCM) of the University of Cape Coast. This means that people either use an infrastructure service such as laboratory, library and computer room or receive an infrastructure product such as computers and other equipment.

Justification & Management Utility: This indicator is a direct measure of strengthened institutional and human capacity through improved infrastructure. This is not an FTF indicator but falls under the SPS indicators on infrastructure (IR 4.4). It also accounts for USG funds expended in capacity building through provision of materials, renovation and refurbishment of DFAS laboratory, lecture rooms , library etc. Measures enhanced capacity for research, policy formulation and implementation which is key to transformational development.

PLAN FOR DATA ACQUISITION BY FCMCBSP

Data Collection Method: Beneficiary information will be collected through a facility sign-up sheet at the laboratory, library, and triangulated with the number of students on admission, faculty and other staff at the DFAS and CCM. All other UCC staff will also be tracked and periodic qualitative survey conducted to assess how they benefit from the improved infrastructure.

Count study and presentations once it impacts on sustainable fishing and coastal management practices, climate change, biodiversity etc. Data on this indicator also contributes to the achievement of KRA 2.2 "Communication, extension and outreach improved.

This is a measure of the human capacity building efforts funded by USG funds. Numerator is the number of graduates who are employed either full or part time divided by the total number of students sponsored or assisted to seek admission to pursue Master's and PhD. Data from this indicator will contribute to FTF indicator 4.5(2): Number of jobs attributed to FTF implementation

Precise Definition(s): This is a count of Civil Society Organizations including community- based organizations (CBOs) and others who have their capacities strengthened to make them more viable, advocate and hold local authorities accountable on the use and management of common resources. The project developed an adapted Organizational Capacity Assessment Scoring sheet and based on initial assessments and intervention model, CSOs will be assessed based on key composite areas that need strengthening such as governance/management, financials, leadership, advocacy, IT etc.

Precise Definition(s): FCMCBSP will count the total number of people who directly benefit from all project interventions due to USAID assistance to the Department of Fisheries and Aquatic Sciences and Centre for Coastal Management (CCM) of the University of Cape Coast and report under this indicator. This includes the number of individuals who have received long-term training or who attend organized short-term trainings on topics related to natural resource management including e.g. fisheries, coastal and wetlands management. This includes students, fishers, CSO members, and other primary sector producers, rural entrepreneurs, processors, managers, traders, extension specialists, lecturers, researchers, policymakers and others who are engaged in natural resources management and biodiversity conservation.

Number of beneficiaries receiving improved infrastructure services such as laboratory, library and computer room or receive an infrastructure product such as computers and other equipment due to USG assistance will also be counted.

Name of Indicator: Number of individuals who have received USG supported short-term agricultural sector productivity or food security training -4.5.2(7)

DESCRIPTION

Precise Definition(s): The number of individuals to whom significant knowledge or skills have been imparted through interactions that are intentional, structured, and purposed for imparting knowledge or skills. This includes fishers, CSO members and other primary sector producers who receive training in a variety of best practices in fisheries and coastal management, biodiversity and related courses, etc. It also includes rural entrepreneurs, processors, managers and traders receiving training in application of new technologies, business management, etc.

Training to extension specialists, researchers, policymakers and others who are engaged in the natural resources management in-country and off-shore training are included. The project will include training on climate risk analysis, adaptation, mitigation, and vulnerability assessments. Delivery mechanisms will include a variety of extension methods as well as technical assistance activities. The training reflects a planned, structured curriculum designed to strengthen capacities, and there is a reasonable expectation that the training recipient will acquire new knowledge or skills that s/he could translate into action. FCMCBSP will count an individual only once, regardless of the number of trainings received during the reporting year and whether the trainings covered different topics. Project will not count sensitization meetings or one-off informational trainings.

Justification & Management Utility: Skill and knowledge acquisition is important for capacity building and for improved management of natural resources and biodiversity. This indicator is a direct measure of strengthened institutional and human capacity. It also accounts for USG funds expended in capacity building through training. Measures enhanced human capacity for research, policy formulation and implementation which is key to transformational development. Indicator data will meet the M&E needs of USAID/Ghana DO2 team and USAID/BFS as they monitor performance of the CDCS and FTF.

DESCRIPTION

Precise Definition(s): Total number of private enterprises, producers’ associations, cooperatives, producers organizations, fisheries associations, water users associations, women’s groups, trade and business associations and community-based organizations, including those focused on natural resource management, that received USG assistance related to food security during the reporting year. This assistance includes support that aims at capacity building and organization functions, such as member services, storage, processing and other downstream techniques, and management, marketing and accounting. “Organizations assisted” should only include those organizations for which implementing partners have made a targeted effort to build their capacity or enhance their organizational functions. In the case of training or assistance to farmer’s association or cooperatives, individual farmers are not counted separately, but as one entity.

Precise Definition(s): FCMCBSP will focus on the total number of fisheries associations and community-based organizations (CBOs) but will count private enterprises (processors, input dealers, storage and transport companies) producer associations, cooperatives, water users associations, women’s groups, trade and business associations including those focused on natural resource management, that applied new technologies or management practices at the organization level during the reporting year. Organization-level technologies and management practices include those in areas such as management (financial, planning, human resources), member services, procurement, technical innovations (processing, storage), quality control, marketing, etc. as a result of USG assistance in the current reporting year. We will count the entity once per reporting year, even if multiple technologies or management practices are applied. Any groups applying a technology that was first applied in the previous reporting year and continues to be applied in the current reporting year will be included under “Continuing.” However, if the organization added a new technology or management practice during the reporting year to the ones they continued to apply from previous year(s), they would be counted as “New.” Project will not count organization under both New and Continuing. Significant improvements to existing technologies should be counted.

DESCRIPTION

Precise Definition(s): Producer organization in this context is any grouping of people involved in agriculture including input suppliers, transporters, farmers, fishers, ranchers, processors, etc. that is organized around adding value to agricultural production. A community-based organization (CBO) in this context is simply an organization involved in supporting any type of agricultural activity (including post-harvest transformation) and is based in a community and made up principally of individuals from the local community. Producer associations are often CBOs, but are reported as a distinct disaggregate. USG assistance can include any help provided to either type of organization to expand coverage, services provided, information, etc. Some examples are organizational capacity building, training, other technical assistance, provision of supplies and materials, encouragement and motivation for improvements, etc. The indicator includes any person within the agricultural value chain who is a member of one of these organizations and thus directly received USG assistance.

This indicator counts the number of members within these types of organizations which receive assistance. It does not count the number of institutions, the amount of the assistance or the change in the value of agricultural commodities. Note that individuals counted under this indicator would also be part of households counted in the total number under indicator 4.5.2(13) Number of rural households benefiting, as applicable.

Justification & Management Utility: Helping the members of these institutions directly strengthens those organizations, which in turn will assist in improving the overall value of production in the agricultural value chain, improving productivity and contributing to a reduction in poverty, as most of the poor are in rural areas either as farmers, farm workers or workers in rural enterprises.

DESCRIPTION

Precise Definition(s): This indicator measures the total number of direct beneficiary farmers and other primary sector producers (capture fisheries, aquaculture, and natural resource-based products), as well as individual processors (not firms), rural entrepreneurs, traders, natural resource managers, etc. that applied improved technologies anywhere within the food and fiber system as a result of USG assistance during the reporting year. This includes innovations in efficiency, value-addition, post-harvest management, marketing, sustainable land management, managerial practices, and input supply delivery. Technologies and practices to be counted here are agriculture-related, including those that address climate change adaptation and mitigation (including, but not limited to, carbon sequestration, clean energy, and energy efficiency as related to agriculture). Significant improvements to existing technologies and practices will be counted. Some practices will include Capture Fisheries Technique/Gear: e.g. sustainable fishing practices; improved nets, hooks, lines, traps, dredges, trawls; improved hand gathering, netting, angling, spear fishing, and trapping practices. Aquaculture Management: e.g. improved fingerlings, improved feed and feeding practices, fish disease control, pond culture, pond preparation, sampling & harvesting, carrying capacity & fingerling management and other management practices including record keeping

Justification & Management Utility: Technological change and its adoption by different actors in the agricultural supply chain will be critical to increasing agricultural productivity, which is the Intermediate Result under which this indicator falls. This indicator is a direct measure of strengthened institutional and human capacity and accounts for USG funds expended in capacity building through training.

Name of Indicator: Number of rural households benefiting directly from USG interventions - 4.5.2(13)

DESCRIPTION

Precise Definition(s): A household is a beneficiary if it contains at least one individual who is a beneficiary. An individual is a direct beneficiary if s/he comes into direct contact with the set of interventions (goods or services) provided by the activity. The intervention needs to be significant, meaning that if the individual is merely contacted or touched by an activity through brief attendance at a meeting or gathering, s/he should not be counted as beneficiary.

Individuals who receive training or benefit from activity-supported technical assistance or service provision are considered direct beneficiaries, as are those who receive a ration or another type of good. (An indirect beneficiary, on the other hand, does not necessarily have direct contact with the activity but still benefits, such as the population who uses a new road constructed by the activity or the individuals who hear a radio message but don’t receive any other training or counseling from the activity.

The definition of “rural” is any village or community with less than 10,000 persons according to GSS. This indicator can include vulnerable households if they are in rural areas. This indicator then effectively becomes the total number of producer memberships in assisted groups plus those producers trained who are not members of producer groups.

Justification & Management Utility: This is a count of rural households who have benefited from FCMCBSP assistance. It provides context information for other indicators covering coastal community members and groups. This is an FTF output indicator and a USAID Standard indicator.
