INDICATOR SG1.1: Poverty Headcount Ratio at $1.90 per day |
|
DEFINITION: According to the World Bank definition, poverty headcount ratio at $1.90 a day is the percentage of the population living on less than $1.90 a day at 2011 international prices. |
|
RATIONALE: This indicator measures the Feed the Future’s as well as CAADP’s goal of reducing poverty. Africa Lead II contributes to this goal through institutional capacity strengthening. The ultimate success of the program will also be measured by the level of poverty reduction. |

INDICATOR SG1.2: Prevalence of underweight children under five years of age |
|
DEFINITION: According to the World Bank definition, the prevalence of underweight children is the percentage of children under age 5 whose weight for age is more than two standard deviations below the median for the international reference population ages 0-59 months. |
|
RATIONALE: Reducing the prevalence of underweight children below the age of five is the goal of the Feed the Future Initiative. The prevalence of underweight children is also an indicator for the Millennium Development Goal of “Halving the number of people who are hungry.” Monitoring the prevalence of underweight children 0-59 months therefore allows USAID and its partners to show the contribution of Feed the Future programs. |

INDICATOR G1.1: Agriculture value added (% GDP) |
|
DEFINITION: According to the World Bank, agriculture corresponds to ISIC divisions 1-5 and includes forestry, hunting, and fishing, as well as cultivation of crops and livestock production. Value added is the net output of a sector after adding up all outputs and subtracting intermediate inputs. It is calculated without making deductions for depreciation of fabricated assets or depletion and degradation of natural resources. The origin of value added is determined by the International Standard Industrial Classification (ISIC), revision 3. Note: For VAB countries, gross value added at factor cost is used as the denominator. |

INDICATOR G1.2: Percentage of national spending allocated to agriculture |
|
DEFINITION: The percentage of a country’s national budget allocated to agriculture is measured by the amount of money budgeted for the Ministry of Agriculture (and Fisheries, Forestry and similar ministries, if applicable in the country circumstances) divided by the total national budget amount. Adapted from CAADP targets (10% of national budget). |
|
RATIONALE: The growth in the annual budget allocation to agriculture relative to the other sectors is an important indicator of country commitment to agricultural growth and ultimately to the reduction in poverty and hunger. |

DEFINITION: Ratio of domestic private sector investment to public investment in agriculture. * African Union Commission technical guidelines for reporting on Malabo Declaration Goals and Targets |
|
RATIONALE: Private sector investment is key to addressing food security challenges. Growth in private sector investment indicates a favorable agricultural policy and regulatory environment.
This is one of the indicators under the Malabo Declaration Goals. While still under development, Africa Lead plans to report on this once data is available. |

INDICATOR 1.1: Number of individuals participating in USG food security programs |
|
DEFINITION: This output indicator tracks the number of individuals participating in all Africa Lead II supported events that include training, workshops, conferences and meetings. The number of individuals participating in the AL II supported short-term agricultural sector productivity or food security training under indicator 1.2 above are also counted for this indicator. The indicator would also capture those individuals who are sponsored to attend events organized by other entities. If individuals attended multiple events will be counted only once. |

RATIONALE: Africa Lead II will support a number of such events through initiatives that aim at raising awareness and coalition building in agriculture and food security. By counting the number of individuals participating in such events the program determines the level of its reach and contribution to organizational capacity strengthening. |
